COS Cert Center Test

As a heads up for the staff there are two links on the COS test that are both broken. Questions #4 (about COS departure headings) and #8 (about the MIL/ARFF road) both contain links that are broken. Also it would probably be prudent to capitalize the word "not" in question #10 (clearances at COS) so that it catches the reader's eye and no one overlooks it.
